FAA Legal Opinion Regarding Pilot Compensation at Balloon Events

Below are two letters from FAA Legal, in regards to private pilots receiving compensation at balloon events.  The first opinion was made in 1977 at the request of Ms. Tucker Comstock.  In 2012, Mr. Gary Eaton requested that FAA Legal revisit this opinion as regulations have changed.  That response is below the first letter.
